NOTICE OF PUBLIC HEARING

Notice is hereby given that an in-person Public Hearing affecting “Burns Lake Rural and Francois Lake (North Shore) OCP, Bylaw No. 1785, 2017” (the OCP) and “Regional District of Bulkley-Nechako Zoning Bylaw No. 1800, 2020” (the Zoning Bylaw) will be held on Tuesday, January 2, 2024, at 7:00 pm at Francois Lake Hall, 770 Francois Lake East Road.

The OCP is proposed to be amended by Bylaw No. 2021, 2023 which would redesignate the subject properties shown in the Subject Properties Map as follows.

• The 1.74 ha subject property on the south side of Colleymount Road from Resource (RE) to Rural Residential (RR).

• The 8.47 ha subject property on the north side of Colleymount Road from Resource (RE) to Rural Residential (RR).

Bylaw No. 2021, 2023 also proposes to amend the OCP by adding the following to the Rural Residential (RR) Designation Policy Section 3.4.2.:

“Applications to permit up to three parcels as small as 1 hectare (2.47 acres) may be considered on parcels legally described as Lot A, District Lots 5333 and 5332, Range 5, Coast District, Plan 6090 and Lot 1, District Lot 5332, Range 5, Coast District Plan 3998, Except Plan 5079 provided that the average size of all parcels created is not smaller than 2 hectares (4.94 acres), with a maximum of one Single Family Dwelling per parcel.”

The Zoning Bylaw is proposed to be amended by Bylaw No. 2022, 2023 which would rezone the subject properties shown in the Subject Properties Map as follows.

• The 1.74 ha subject property on the south side of Colleymount Road from Waterfront Residential I Zone (R3) to Small Holdings Zone (H1).

• The 8.47 ha subject property on the north side of Colleymount Road from the Large Holdings Zone (H2) to H1 Zone.

The purpose of these bylaws is to facilitate a subdivision that would create a maximum of four parcels from the existing two parcels.

The subject properties are on Colleymount Road, approximately 7 km west of the Francois Lake Ferry Northside terminal. The subject properties are legally described as Lot A, District Lots 5333 & 5332, Range 5, Coast District, Plan 6090 and Lot 1, District Lot 5332, Range 5, Coast District, Plan 3998, Except Plan 5079. The subject properties are shown outlined in black and labelled “Subject Properties” on the location map below.

Written submissions to the Public Hearing must be sent by mail to P.O. Box 820, Burns Lake, BC, V0J 1E0 or by e-mail to planning@rdbn.bc.ca and must be received by the Regional District of Bulkley-Nechako no later than Tuesday, January 2, 2024 at 1:00 pm to be ensured of consideration at the Public Hearing.

The Public Hearing for Bylaw No. 2021, 2023 and Bylaw No. 2022, 2023 will be chaired by the Director or Alternate Director for Electoral Area E as a delegate of the Board. A copy of the Board resolution making the delegation, copies of the proposed bylaw, and other relevant information, including written submissions to the Public Hearing, may be inspected from Monday, December 18th, 2023 through to Tuesday, January 2nd, 2024 at the Regional District of Bulkley-Nechako office during regular business hours, Monday to Friday (excluding statutory holidays) and online at www.rdbn.bc.ca/departments/planning/public-meetings. Please note the RDBN office is closed December 25th, 2023 to January 1st, 2024.
